Our approach to performing Program Planning and Evaluation is usually highly customized to the specific needs and circumstances of individual clients. Key elements of our overall approach, which we have successfully applied at dozens of agencies, are outlined below:
Where Are We Now? – Answering this question involves completing a review and assessment of the current program and other related organizational planning and development efforts, identifying the overall purpose of the program, and identifying and clearly articulating the organization's mission and core values. The breadth and depth of the assessment, and the areas of emphasis, varies depending on the nature of the program and the goals and objectives of the performing the evaluation. The scope of these reviews can encompasses overall organization and flow of work, workload and backlogs, organization and staffing, policies and procedures, recently implemented and planned improvements, technology support systems, and performance. A set of "Current State" program profiles is usually prepared summarizing results of the assessment.
Where Do We Want To Be? – Answering this question involves confirming or developing a "Future State" Vision for the program and an accompanying set of strategic goals for improvement. The Future State Vision and improvement goals are usually developed by a team of client managers and staff with facilitation assistance by our consultants. Best practices of other comparable organizations are often times identified and incorporated into the Future State Vision.
How Do We Get There? – This is the set of detailed improvement initiatives that are identified to transition the program to the Future State Vision. Ideas and suggestions for potential improvement initiatives from a variety of sources are considered, including results of diagnostic reviews, suggestions by staff, and best practices of other comparable organizations. An integrated Program Improvement Plan and accompanying schedule for implementation is usually prepared.
Additionally, we are frequently asked to assist our clients in implementing recommended improvements. Our implementation assistance services typically include providing assistance with briefings and presentations to oversight and control agencies, internal staff, and stakeholder interest groups, facilitating or supporting improvement teams established to implement selected initiatives, preparing legislative and Budget Change Proposals (BCPs), and assisting management in ongoing program performance monitoring and improvement portfolio management activities.
